Legal Requirements

Four mandatory procedures.

The Standard Tier requires documented procedures covering all four areas. SafeHall ensures every one is covered.

Evacuation

Getting people safely out of the premises during an emergency — the primary procedure required by law.

Invacuation

Moving people safely inside to protected areas when external conditions make evacuation dangerous.

Lockdown

Securing the premises to prevent the entry of a threat. Includes door protocols and communication chains.

Communication

Alerting all people on the premises to act — whether that means evacuating, sheltering, or standing by.

FAQ

Common questions.

What is Martyn's Law?

The Terrorism (Protection of Premises) Act 2025 — named after Martyn Hett, killed at the 2017 Manchester Arena attack — requires publicly accessible venues to take proportionate protective steps. It received Royal Assent on 3 April 2025.

Does my venue need to comply?

If your venue has a public-facing capacity of 200 or more, you must comply with the Standard Tier. This includes registering with the SIA, completing a vulnerability assessment, documenting procedures, and ensuring staff training.

What are the four mandatory procedures?

Evacuation (getting people safely out), Invacuation (bringing people safely inside), Lockdown (securing the premises against a threat), and Communication (alerting everyone on site). All four must be documented.

When is the compliance deadline?

The Act received Royal Assent on 3 April 2025 with a minimum 24-month implementation period. Enforcement is expected to begin April 2027.

What if my venue has more than 800 capacity?

Venues with 800+ capacity fall under the Enhanced Tier, which requires specialist security measures. SafeHall identifies your tier and directs you to the SIA, ProtectUK, and NaCTSO.

Is SafeHall legally sufficient?

SafeHall generates all documentation required by the Standard Tier: vulnerability assessments, documented procedures, training records, and a complete audit trail. All outputs are deterministic and traceable.
