Martyn's Law (the Terrorism (Protection of Premises) Act 2025) requires publicly accessible venues to take proportionate steps to protect people from terrorist attacks. It is named after Martyn Hett, who was killed in the Manchester Arena bombing in 2017.
If your venue has a public capacity of 200 or more people (including staff), you are legally required to comply with the Standard Tier requirements. This includes registering with the SIA, completing a vulnerability assessment, establishing documented procedures, and ensuring staff training.
The Standard Tier requires documented procedures for: (1) Evacuation, getting people safely out, (2) Invacuation, bringing people safely inside, (3) Lockdown, securing the premises, and (4) Communication, alerting people on the premises to move away from danger.
The Act received Royal Assent on 3 April 2025, with an implementation period of at least 24 months. This means compliance requirements are expected to be fully enforceable by April 2027.
Venues with 800+ capacity fall under the Enhanced Tier, which requires specialist security measures. SafeHall will identify your tier and redirect you to the appropriate government resources including ProtectUK, the SIA, and NaCTSO.
